Circus Circus has an old and run-down poker room that has the dubious honor of hosting some of the slowest and tightest cash games in town. Often times, because of the hotel's location and primary customer base (low income families) there are times when no games are available. There is a weekly freeroll that many old locals enjoy playing in, and the $3-$6 limit game is usually populated by this player pool trying to qualify for that event.
